Hawes Elementary Principal Appointment 

The appointment of Dr. Fran Hansell as the new principal of Hawes Elementary School was approved by the Board of Trustees.

Dr. Hansell brings over 15 years of leadership experience in TK-8 education. Most recently, she served as an elementary school principal in the Saddleback Valley Unified School District, where she led initiatives focused on creating supportive learning environments, fostering student leadership, and strengthening family partnerships. Known for her authentic and compassionate leadership, Dr. Hansell is committed to fostering a culture of belonging and high expectations for student success.

She holds an Educational Doctorate in Organizational Leadership from the University of Massachusetts Global, a Master of Science in Special Education, a Master of Arts in Human Behavior, and a Bachelor of Education from Worcester University. Dr. Hansell is actively involved in professional organizations, including ACSA and NAESP.

Superintendent Dr. Leisa Winston expressed confidence in Dr. Hansell's ability to continue strengthening the Hawes community through her leadership and dedication to student success.

The Board conducted the LCAP public hearing. The final LCAP will be adopted at the June 17 Board meeting, alongside the 2025-2026 District budget. The LCAP is posted on the website to provide an opportunity for the community to review and comment on proposed goals, actions, and expenditures.

The Board held a public hearing for the All Funds Budget. This hearing provides an opportunity for community members to review and comment on the District’s proposed financial plan before final adoption. The final budget will be adopted at the June 17 Board meeting. The proposed budget and supporting documents are available for public review on the Fiscal Services website.

Dr. Leisa Winston provided an update on the 2024–2025 strategic plan priority goals and presented recommended focus areas for the 2025–2026 school year.

These annual goals are part of HBCSD’s five-year strategic plan, which was developed during the 2021–2022 school year and approved by the Board in June 2022. The plan reflects the District’s refined vision, mission, and learner profile, and is designed to drive continuous improvement across all schools and departments.

The final 2025–2026 priority goals will be brought forward for approval at the June 17 Board meeting.
Kindergarten Through Second Grade Screener for Reading Difficulties

The Board approved the adoption of Multitudes, a free screening tool developed by the University of California, San Francisco. The program involves a 15–20 minute, one-on-one screening conducted by classroom teachers and is designed to identify early reading challenges with strong accuracy and an engaging format. There is no cost to the District for implementing Multitudes. 

To meet the requirements of Senate Bill 114, all California school districts must begin screening students in Kindergarten through second grade for reading delays starting in the 2025–2026 school year. More information regarding the screening process will be shared with families in the fall.
